Information Technology & Geographic Information System Department Head

Job Specifications: This is management and supervisory work, planning and coordinating information technology (IT) and geographic information system (GIS) activities, facilitating and resolving management issues associated with projects for the Sarasota County Property Appraiser (SCPA). Includes two local area networks, an intranet, internet, and approximately 100+ personal computers.

Responsibilities include, promoting and enhancing the use and development of the GIS. Defining and setting project goals and objectives, establishing completion dates, identifying and securing resources are specific duties required of the position. Provide leadership, support and professional guidance to IT/GIS staff, as well as development and management of an annual budget, planning and managing GIS projects.

This position will work closely with the SCPA Management and Staff providing status reports as to the progress and cost of GIS projects.

Skills: Must be good communicator possessing strong written and verbal communication skills. Knowledge regarding a variety of government operations is highly desirable.

Technical familiarity with information systems and data management is required. A thorough knowledge of GIS software i.e. ESRI products (ArcInfo, ArcMap, ArcIMS, ArcSDE) are specific examples. A sound background in operating systems and platforms (Exchange server and SQL server) is required, as is a basic understanding of application software packages, with emphasis on Microsoft products.

Experience: Three + years proven management experience overseeing projects and maintenance functions of IT / GIS departments. Examples would be as a GIS Coordinator, or Manager. Must have a minimum of 3 years of documented supervisory experience directing the work of others, including training of users. A bachelor’s degree with GIS professional training is preferred and a minimum of 5 years experience with GIS / IT systems

Job Specifications:  Develop or assist in complex research/data analysis.  Process public and private data requests through Info Broward.  Knowledge of remote sensing for orthophotography and Pictometry.  Create in-house maps to scale.  Assist the public in the use of maps and other tax records.  Assist with parcel editing of the geodatabase.  Perform relate work as assigned.  Assignments are received from and review by the Supervisor of GIS.

Salary Range:  $35,000-$40,000

Minimum Qualifications:  Bachelor’s degree with a minimum of 2 years experience directly related to the duties and responsibilities specified.   Must have a working knowledge of GIS software that includes, but is not limited, ArcInfo, ArcSDE, ArcIMS.  Knowledge of the layout of the county townships and subdivisions.  Ability to accurately read, compare, interpret tax roll attribute data.  Ability to courteously and tactfully deal with the public.

ORANGE COUNTY PROPERTY APPRAISER

POSITION TITLE:         GIS Manager 

PAY RATE:                   $21.41 to $53.91 per hour.  Starting pay not to exceed midpoint of range.

FUNCTION:  Manages projects and personnel assigned to programming, operation and maintenance functions of the Geographic Information System (GIS).

EXAMPLES OF WORK:  Assists in the coordination of GIS projects.  Reviews and evaluates such other activities which may impact the overall effectiveness of the GIS function.  Coordinates, as necessary, with CAMA, IT Operations, help desk and other work groups and departments in the agency to ensure maximum effectiveness and efficiency.  Responsible for OCPA’s Spatial Data Base Engine (SDE) GIS database, GIS and mapping software applications, ORACLE GIS data tables, mobile field maps, GIS data standards, GIS quality control, and GIS data imports and exports.  Manages, where specified through interlocal agreements, the maintenance and support of shared interagency GIS clearinghouse databases and applications.

MINIMUM QUALIFICATIONS:  Must hold a Master’s degree from an accredited college or university or work experience that may be deemed the equivalent of such professional education.  Must have at least four (4) years of experience in GIS, including at two years at a senior level, with an emphasis on land records, property appraisal or cadastral system.  Supervisory experience preferred.  Knowledge of GIS attribute databases, computer programming, structured query language, report writing, statistical packages, mapping software and statistical analysis software required.  Experience with ArcInfo, ArcView, Avenue, ArcGIS, AML, Visual Basic, .Net Architecture, ORACLE, ArcSDE, ArcIMS, UNIX, NT, JavaScript, and JAVA preferred.  Must be able to demonstrate strong project management skills.  Must be able to demonstrate strong written and oral communication skills as well as interpersonal skills. 

NOTE:  Each year of required education may be substituted by two (2) years of work experience.  Each year of additional education may be substituted for two (2) years of required experience.

Job Description: Photo Science, Inc is looking for an individual with technical experience to support ongoing projects creating geospatial databases using ESRI’s ArcGIS 9.x for various state, local and federal clients. 

Must have experience in coordinate geometry (COGO) and have the ability to read and interpret deeds, plats, right of ways and other records.  The candidate should have experience with ArcGIS 9.x (ArcMap, ArcToolBox, ArcCatalog, etc.) and preferably have experience with ArcGIS Survey Analyst or ArcCOGO.

Ability to work on multiple projects within different platforms is a plus.  Other experience may include imagery analysis, geospatial data conversion, projection, and metadata creation with ESRI products or related software (Erdas Imagine, Socet Set, Microstation, AutoCAD).

Detail oriented and poses a professional attitude. Must possess excellent oral and written communication skills and have the ability to train other staff while working within a group. Must be able to travel. U.S. citizenship required. Security clearance is a plus. A licensed P.S.M, L.S., or P.L.S. desirable but not necessary.

Minimum Education: Must have a High School Diploma, two years of technical training or college level courses related to geography, mapping, civil engineering or equivalent experience. Cadastral mapping experience preferred.
